Custody: Medical Expenses and Missed Appointment Fees?

In a custody situation where uncovered medical expenses are split 50/50 and one parent makes appointments and fails to keep them, is the other parent responsible for half of the missed appointment fees that incur as a result? It doesn't make sense that the parent would be responsible for half, but I'd like to know how that would work from a legal standpoint.
