How does Group Translocation work?

I'm studying for my first Microbiology test. I want to know how group translocation works. My proffessor specifically wants to know, "Why are the proteins in the membrane the same for every type of sugar, but the soluble proteins different?" and "What purpose does phosphorylation of glucose serve?"
