My 25 mth old girl who sleeps in room with her 1 yr old sister is taking FOREVER to go to sleep at night! HELP?

She is a highly active, sensitive & aware little girl (just like my first one was but MORE). Lately, she's been staying up for a couple hours after I put her to bed playing, yelling, jumping, singing, you name it. The main issue is that her 1 yr old baby sister sleeps in the same room and is being kept awake or woken back up every night and is very upset and tired. My toddler even has a cold right now and is still taking forever to go to sleep tonight. They have one nap earlier in the day and a lot of times she even acts tired before bed. She has a tendency to become more hyper, rambunctious and delirious when she gets sleepy (and is a danger to herself and others). They barely ever get sugar in their diets, and definately none close to bed. The other issue is she climbed out of her crib for the first time a couple days ago, but she just doesn't seem ready for a toddler bed, as she will never stay in it! I have recently started going back in her bedroom and popping her with a spoon (not beating) and telling her she needs to be quiet, but it took several times tonight and still staying up 2 hours before she finally went to sleep. We live in a fairly small apartment and I really need to keep the 2 of them in the same room. Just wondering if any of you have been through anything similar with young kids sleeping in the same room or hyperactive, non-sleeping toddlers. Your feedback is greatly appreciated - I'm desperate for suggestions at this point!
